"Anniversary" of the Bologna Declaration & week of protest across Germany

There will be a national week of action in Germany in June (15 - 19/06/2009).
Students and pupils are getting organized across Germany getting unions and parents on board as well for the "Bildungsstreik 2009" ("Education strike").
The call for action is being supported by dozens of groups and organisations across the country, including attac Germany and the Union for teaching staff and researchers (GEW). The complete list of groups can be accessed here.
There is no central institution or alliance organizing the "Bildungsstreik". Each local aliance or single groups decide on how exactly they express their protests during the week of action. But we agreed that June 17th (Wednesday) will mark the day of demonstrations across Germany.
For half a year there have been national summits where groups and activists did co-ordinate the "Bildungsstreik" to a certain extend together.
There will be one final federal activist summit on May 22 - 24 in Hamburg, where the final details will be discussed.
Groups across Germany agreed on sending out press releases and arranging press conferences on May 18th to inform the public on a greater scale about the up-coming "Bildungsstreik".
Activists in France initiated to make this week of action an international one and extend the strike to other countries as well.

Unfortunately most of the information is in German. So far the official call is only available in German, Bulgarian, English, Spanish and French. Translations into Italian and Greek will hopefully be soon available as well.
It would be great, if the week of protest could be extended to other European countries. After all June 19th marks the 10th "anniversary" of the Bologna Declaration.

The following is a translation of the official Call published by student activists across Germany to call for an "educational strike" in June (15 - 19/06).
Since June 19th also marks the 10th "anniversary" of the Bologna Declaration this is also a great opportunity to turn this into a more international protest.
Let's unite internationally - help to spread the word in "your" country.

The current conditions and developments within the education system are not acceptable! Worldwide more and more public areas of life are being restructured and don’t primarily serve the common welfare anymore. Instead they are being subordinated to the “forces of the market”. For a few years now a focus has been put on the public education system to “reform” it as well: Tuition fees and the privatisation efforts have an impact on all of us.
The current financial and economic crisis clearly shows that decisions solely based on competitive criteria has severe consequences. In many countries, such as Mexico, Spain, Italy, France and Greece, people are protesting against them. The “Bildungsstreik 2009” (“educational strike 2009”) has to be seen within this international context.
Continuous protests within the past few years against tuition fees and cuts in social obviously had too little impact on the parties responsible within media, business and politics.
That is why we are calling for a federal educational strike and ask all to make use of their democratic right to resist the “reforms”. Various forms of protest, such as demonstrations, blockades, occupations and others, can be used.
During the federal week of action beginning on June 15th and ending on the 19th we will stand united with pupils across Germany. At the same time we are looking to unite with many social groups, such as unions and social movements, who we will ask to protest with us, since everywhere we are faced with the same politics: at universities, within schools as well as at the workplace.
The aim of the “Bildungsstreik” is to kick-off a public discussion about the future of the education system. Furthermore opportunities on how progressive and emancipatory educational and social politics could be implemented will be explored.
With our alternatives we will counter the political and economic interests within the area of education:

Les conditions catastrophiques actuelles et les développements du système d’éducation ne sont plus supportables!
Globalement, des restructurations de toutes les domaines concernant nos vies ne s’orientent plus vers l’intérêt commun. Elles sont soumises aux – soi-disant – lois du marché.
Depuis quelques années, l’attention s’est focalisée sur le système d’éducation, avec le résultat des “réformes”.
Les frais d’éducation et la privatisation touchent nous tous!
La crise budgétaire et économique montre clairement: les répercussions des critères de décision orientées vers la concurrence ont des effets dévastateurs.
Dans beaucoup de pays, il y a des protestations contre cela, par exemple au Mexique, en Espagne, en Italie, en France et en Grecque.
La grève 2009 contre le système éducatif se trouve dans ce contexte international.
Les protestations persistantes contre les frais d’études et les dégradations des conditions sociales dans les dernières années n’ont pas eu assez des effets sur les responsables des médias, de l’économie, de la politique.
C’est la raison pour laquelle on appelle à profiter de nos droits démocratiques et de les défendre sous la forme d’une grève contre le système d’éducation dans l’ensemble du territoire fédéral.
Des formes d’actions pluralistes (des manifestations, des blocus et blocages, occupations et squats) trouveront leur place ici.
Pendant cette semaine d’action, nous manifesterons ensemble avec les élèves dans tout le territoire fédéral.
Nous cherchons l’alliance avec beaucoup des groupes sociaux, comme des syndicats et des mouvements sociaux, qu’on invite expressément à manifester avec nous.
Universités, écoles supérieures spécialisées, les écoles en général, entreprises: nous sommes tous concernés par la même politique!
L’objectif de cette grève est d’inciter à une discussion sur l’avenir du système éducatif.
Des possibilités progressistes et émancipatrices doivent être démontrées et imposées en matière de politique sociale et éducative.
Nous proposons nos alternatives à la sphère d’influence déterminant les intérêts politiques et économiques dans le secteur éducatif:
* Un apprentissage autodéterminé et une vie à la place d’une course contre-la-montre, la compétitivité et la concurrence,
* Un accès libre à l’éducation et l’abrogation de toutes les taxes imposées sur elle comme les frais d’études, de formation et frais de garderies,
* Un financement public du système éducatif sans l’influence de l’économie, entre autres, sur le contenu de l’enseignement, la structure des études et la lutte pour l’emploi,
* La démocratisation puis le renforcement de la gestion autonome et de la coresponsabilité des élèves et des étudiants dans toutes les institutions éducatives.
Nous, les instigateurs du projet “grève 2009 contre le système d’éducation”, appelons à la formation des alliances au niveau local et régional. Participez aux planifications dans l’ensemble du territoire fédéral.

Настоящите състояние и развитие на образователната система вече не са приемливи! По целия свят преструктурирането на житейските отрасли вече не е ориентирано към общественото благо, а е подчинено на т.нар. пазарни закони. От няколко години и образователната система е попаднала във фокуса на подобни реформи - образователните такси и приватизацията касаят всички ни!
Финансовата и икономическа криза показва ясно, че последствията от конкурентноориентираните рашаващи критерии са опустошителни. В много страни хората протестират срещу това, така например в Мексико, Испания, Италия, Франция и Гърция. В тази интернационална взаимовръзка стои и Образователна стачка 2009.
Продължаващият протест срещу студентските такси и социалния разпад от последните години оказа твърде малко въздействие върху отговорните - медии, икономика и политика. Затова ние сега призоваваме да упражним демократичните си права във формата на образователна стачка в общонационален мащаб. Тук ще намерят мястото си плуралистичните форми на акция – демонстрации, блокади, окупации и т.н. В рамките на една общонационална акционна седмица от 15. - 19. 06. 2009 ще демонстрираме в цялата държава заедно с учениците. Ние търсим съюз с много обществени групи, като синдикати и социални движения, които изрично каним да протестират с нас, защото навсякъде сме конфронтирани със същата политика - във висшите учебни заведения, в училище, в предприятието.
Цел на образователната стачка е да подтикнем към дискусия за бъдещето на образователната система. Допълнително трябва да се посочат и наложат възможности за напредничава и еманципаторна образователна и обществена политика. На влиянието на меродавните политически и икономически интереси в образователната област противопоставяме нашите алтернативи:
* самоопределено учене и живот вместо твърди времеви рамки, напрежение и конкурентен натиск;
* свободен достъп до образование и премахване на всякакви образователни такси – студентски такси, такси за обучение, за детски градини;
* обществено финансиране на образователната система без влиянието на икономиката върху неща като учебно съдържание, студентски струкрути и разпределение на местата;
* и демократизиране и подсилване на съ- и самоуправлението във всички учебни заведения.

Las condiciones y desarrollos corrientes dentro del sistema educativo ya no son aceptables! Mundialmente, mas y mas aspectos de la vida publica estan siendo reestructurados y ya no sirven de manera prioritaria al bien comun. En cambio, estan siendo sometidos a las "fuerzas del mercado".
Por muchos anos un enfoque ha sido impuesto al sistema educativo para "reformarlo", tambien: los costos de matriculas y los esfuerzos de privatizacion tienen un impacto en todos nosotros. La crisis financiera y economica muestran claramente que las decisiones basadas solamente en criterios economicos tienen severas consecuencias.En muchos paises, como en Mexico, Espana, Italia, Francia y Grecia, la gente esta protestando en contra de ellas. El "Bildungsstreik 2009 ( Huelga Educativa 2009) tiene que ser observada en relation a este escenario.
Protestas continuas en anos pasados contra los costos de matriculas y cortes en el sistema social obviamente han tenido muy poco impacto en los tomadores de decisiones de los Medios de comunicacion , empresariales y politicos. En consecuencia , estamos llamando a una huelga educativa federal y pidiendo a todos y a todas que hagan uso de su derecho democratico de resistir a estas "reformas".
Varias formas de protesta, como las marchas, bloqueos, ocupaciones y aquellas que se les parescan, pueden ser y seran usadas. Durante la semana de Junio 15 a Junio 19 actuaremos unidos con estudiantes de secundaria a lo largo de Alemania. Al mismo tiempo estamos buscando colaboraciones con muchos grupos sociales, como uniones y movimientos sociales, a los cuales les pedimos que protesten con nosotros ya que estamos enfrentando las mismas politicas en todos lados-en la universidad, la escuela y el trabajo.
El objetivo de la "Bildungsstreik" es impulsar una discusion publica acerca del futuro del sistema educativo y aun mas, que sean exploradas las posibilidades de como pueden ser implementadas politicas educativas y sociales progresistas y emancipatorias.
Oponiendonos a los intereses politicos y economicos dominantes y sus influencias en el sector educativo, declaramos como nuestras demandas y exigencias:
* Aprendisaje y vivir autodeterminado en vez de marcos de tiempo rigidos, presion de ejecutar y de competencia,
*acceso gratuito a la educacion publica y prohibicion de todo tipo de costos, tales como los de matricula, entrenamiento deportivo y costos de jardin infantil,
* un sistema educativo fundado en lo publico, sin que los actores economicos puedan tener influencia en los contenidos ensenados, structuras y acceso a los cursos,
* y la democratizacion y el reforzamiento de la auto-administracion dentro de las instituciones educativas.

EUROPEAN EDUCATION WEEK OF STRIKE

The idea of a "European Education Week of Strike", in High Education and Research, for the ten years of the Bologna Declaration, is spreading very quickly and meeting very positive echos.
In France, where the idea to support the German "Bildungsstreik" started, most of the contacted activists think that the opportunity is quite unique.
We can now build a true european resistance network to the progressive privatization of european (and world) universities induced by the Lisbon Strategy and the Bologna Process.
Italy and Belgium have also sent positive answers and we are only waiting for the others.
All we have to do now is to get well organized. The counter-summit in Torino, taking place from the 14th to the 18th of may, will be one first step to meet and discuss.

Kondycja systemu edukacji jest już nie do zniesienia.
Na całym świecie restrukturyzacja wszystkich sfer życia nie jest zorientowana na dobro publiczne, ale brutalnie podporządkowana prawom rynku. Od kilku lat również edukacja jest obiektem tych reform, opłaty semestralne i prywatyzacja uderzają w nas wszystkich. Kryzys ekonomiczny pokazuje w sposób oczywisty, że efekty decyzji podporządkowanych rynkowej konkurencji są katastrofalne. Ludzie protestują przeciwko nim w wielu krajach: Meksyku, Hiszpanii, Włoszech, Francji i Grecji. Strajk edukacyjny w 2009 roku musi być widziany w jednym rzędzie z tymi protestami. Protesty przeciwko czesnym i cięciom w systemach pomocy socjalnej, odbywające się w ciągu ostatnich lat miały mały wpływ na osoby, które dzierżą władze w polityce, ekonomii i mediach. Dlatego my dziś wzywamy do walki o nasze demokratyczne prawa w formie strajku federalnego. Zróżnicowane akcje, jak blokady, manifestacje i okupacje będą jego częściami. W czasie federalnego tygodnia akcji (15-19 czerwca 2009) demonstrować będziemy wraz z uczniami na całym federalnym terytorium. Szukamy sojuszy z wieloma grupami społecznymi – jak związki zawodowe i ruchy społeczne, które wprost zapraszamy, by protestowały z nami. Jesteśmy konfrontowani z tą samą polityką w wielu miejscach: na uniwersytetach, w szkołach, w fabrykach. Strajk edukacyjny ma na celu zachęcenie do dyskusji o przyszłości systemu edukacji. Co więcej możliwości postępowej i wyzwalającej edukacji powinny być zilustrowane przykładami i wprowadzone w życie.
Sprzeciwiamy się wpływom znaczących polityków i biznesu w sektorze edukacji przedstawiając naszą alternatywę:

Żądania strajkujących studentów
System oświaty podlega na całym świecie przemianom. Ideał humanistycznego wykrzałcenia, które umożliwia krytyczną refleksję i jest skierowane na cele społeczne, zostaje ponownie odrzucony. Zamiast tego oświata zostaje dopasowana do potrzeb rynku i staje się coraz bardziej towarem rynkowym. Globalne traktaty GATS a w Europie Proces Bolonski są rdzeniem tych reform. Jednak na całym świecie budzi się sprzeciw. W ramach tego sprzeciwu od 15. do 19. czerwca odbędzie się w całych Niemczech strajk edukacyjny.
Nasze żądania:
Uspołecznienie szkół wyższych:
Odstąpienie od dotychczasowego dwustopniowego podziału studiów
Demokratyzacja systemu oświaty
Poprawa warunków uczenia się i nauczania
profesorskich, 4.000 dla średniego personelu oraz 10.000 miejsc podstawowych nowych miejsc pracy!
Te żądania są przez wielu ludzi popierane, ponieważ zbliżają nas do realizacji dostępu do edukacji jako prawo czlowieka. Dla prawdziwej demokracji nasze żądania otwartego dostępu do krztałcenia, finansowanego ze środków publicznych i w pełni równoprawnego dla wszystkich systemu oświaty są niezbędne.
Tymczasem poprzez urynkowienie system krztałcenia zmierza w innym kierunku: szkoły wyższe są w coraz większym stopniu uzależnione od gospodarki, ich funkcjonowanie w społeczeństwie się zmieniło. To nie jest żaden przypadek! Krzałcienie zostało podporządkowane prawom rynku; konkurencja produkuje nierówność społeczną. Aby nasze żądania urzeczywistnić, nezbędna jest zmiana w społeczeństwie.
